Chapter 1: Safety Policy and Principles

Safety is our highest priority. This manual establishes mandatory procedures for all personnel working on HNL project sites. Zero incidents is our goal—every worker has the right and responsibility to stop unsafe work.

Construction site safety

Stop work immediately if you observe unsafe conditions. Report all incidents, near-misses, and hazards to your supervisor.

  • All injuries and incidents are preventable
  • Safety is everyone's responsibility
  • Working safely is a condition of employment
  • No task is so urgent that it cannot be done safely
  • Management is accountable for safety performance
  • Continuous improvement through learning from incidents

Chapter 2: Personal Protective Equipment

PPE is the last line of defense against workplace hazards. All personnel must wear appropriate PPE for the work being performed.

Damaged or worn PPE must be replaced immediately. Never modify or disable safety features.

Chapter 3: Working at Heights

Falls are the leading cause of fatalities in construction and telecom industries. Strict protocols apply to any work above 2 meters.

Fall Protection Requirements

  • 100% tie-off required at all times above 2 meters
  • Use twin-leg lanyards for continuous protection during movement
  • Inspect harness and lanyards before each use
  • Anchor points must support 22 kN minimum
  • Rescue plan must be in place before work begins
  • Weather restrictions: No climbing in wind above 40 km/h or during lightning

Pre-Climb Checklist

  • Valid climbing certification verified
  • Medical fitness confirmed (no heart conditions, vertigo)
  • Harness and lanyards inspected
  • Rescue equipment available and functional
  • Communication devices tested
  • Weather conditions monitored
  • Tower owner permission obtained
  • RF hazard assessment completed

Chapter 4: Electrical Safety

Electrical hazards can cause serious injury or death. Only qualified personnel may perform electrical work, and all applicable safety procedures must be followed.

Lock-Out Tag-Out (LOTO) Procedure

  • Notify all affected personnel
  • Identify all energy sources
  • Isolate equipment from energy sources
  • Apply locks and tags to isolation points
  • Verify zero energy state before work
  • Remove locks only after work completion and verification

Chapter 5: Emergency Procedures

All personnel must know emergency procedures and evacuation routes. Regular drills ensure readiness for actual emergencies.

Emergency Response Steps

  • Ensure your own safety first
  • Alert others in the immediate area
  • Call emergency services (1122 for Rescue)
  • Notify site supervisor immediately
  • Provide first aid if trained and safe to do so
  • Secure the area to prevent additional incidents
  • Do not move injured persons unless in immediate danger
  • Preserve evidence for incident investigation

Post emergency contact numbers at all work locations. Ensure first aid kits are stocked and accessible.

Chapter 6: Incident Reporting

Thorough incident reporting is crucial for learning and preventing future occurrences.

Reporting Process

  • Report all incidents, accidents, and near-misses immediately
  • Complete incident report form within 24 hours
  • Provide details of conditions, actions, and contributing factors
  • Cooperate fully with investigation

Chapter 7: Safe Work Procedures

Specific procedures for high-risk activities ensure safe execution.
